The Office of the State Administration of the state of Saxony-Anhalt, where the German national gambling regulator Glucksspielkollegium is based, announced the issuance of nine licenses for online slots and online poker, while the regulator did not provide the names of licensees.
Previously, three licenses for online slots were issued in Germany. The first licensee in May 2022 was Gauselmann Mernov. Later, it was joined by the operators Tipwin and Mybet. Licenses for online poker have not been issued by the regulator to date.
In total, according to the regulator, a total of 71 applications for online licenses were submitted by operators.
Recall that the Fourth Interstate Agreement of Germany on gambling, which entered into force on July 1, 2021, opened the market for online casinos, online poker and online sports betting. Within its framework, the country has allowed the issuance of separate nationwide licenses for online slots, online poker and online sports betting.
Licensees must pay a tax amounting to 5.3% of the turnover rates.
There are a number of restrictions on accepting online bets. The maximum amount that can be wagered during one spin when playing online slots is 1 euro, while the duration of the spin must be at least five seconds. The drawing of jackpots is prohibited. Online sports betting is limited to betting on match winners and total goals.
Advertising of gambling through traditional broadcast and digital channels in Germany is not allowed from 6:00 to 21:00. There is a monthly spending limit of 1,000 euros for players. The country has also launched a system of self-exclusion of OASIS gamblers.
In addition, a new national gambling regulator Glucksspielbehorde (GGL) has been created in Germany, which has started blocking IP addresses of unlicensed operators since July 1. From January 1, 2023, GGL will gain full control over gambling in the country.
